How to merge PDFs in the right page order
Combine PDFs, check file and page order, and fix common import problems before sharing the final document.
In this guide
Choose the files and their order
Keep a copy of each original. Give the files useful names, such as 01-cover.pdf and 02-application.pdf, so you can recognise them in the upload list. The merge tool combines whole documents in file order; a filename alone does not set that order.
Open Merge PDF , sign in with a verified free account and choose at least two PDFs. You can select up to ten files within the combined upload limit displayed on the tool. Use the arrows beside each file to move it into position before creating the result.
For example, combining a two-page application with a three-page attachment should produce five pages. Decide whether the attachment should follow the application or appear first, then check that exact boundary in the result.
Change pages inside a document
Moving a file changes the position of all its pages together. To change individual page positions, use Reorder PDF pages with a selection such as 3,1,2. To remove an unwanted blank page, use Remove PDF pages . At least one page must remain.
If a scan is sideways, correct it with Rotate PDF . Rotation changes page orientation; it does not recognise or rewrite the words in a scan. Review any corrected file before adding it to the final merge.
Check the merged result
Create the result and download the PDF. Open it in a PDF viewer and compare the page count with your originals. Check the first and last page of every source document, upright orientation, readable text and the placement of attachments.
Do not rely on existing digital signatures remaining valid after document processing. If a signed or interactive document must retain its original behaviour, check the issuing workflow before combining it.
If the import fails
Server PDF operations have a 150-page limit as well as the displayed upload-size limit. Some encrypted PDFs and advanced encodings cannot be imported. A rejected file is not automatically a damaged file. Try a smaller permitted document or export a fresh PDF from the original application, where you are authorised to do so.
Do not rename an image to .pdf to make it upload. Convert it with the appropriate image-to-PDF tool first. Keep your original documents until you have checked the complete final output.
Save the version you need
Generated files are private to your account and downloads expire after 24 hours. Download the final copy promptly, use a descriptive filename and open that downloaded copy once more before sending it to someone else.
